Modernising a critical policing facility to improve operational efficiency and workplace environments
Sinden was appointed to refurbish and reconfigure Chelmsford Police Station as part of Essex Police’s wider programme to modernise its estate. The scheme focused on creating contemporary, efficient working environments while maintaining the high levels of security and functionality required within a live law enforcement setting.

The project delivered a comprehensive internal transformation, including open-plan offices, meeting rooms and break-out areas, alongside essential operational spaces such as interview rooms and IT/server facilities. Staff welfare and support facilities were also enhanced, with upgraded kitchens, rest areas, lockers, drying rooms and accessible amenities.

The refurbishment needed to balance modern workplace design with the strict operational and security requirements of a police facility. Working within an occupied, sensitive environment required careful planning, coordination and control to minimise disruption and maintain continuity of service. Security compliance was critical, with all operatives required to achieve NPPV Level 2 clearance, ensuring the appropriate safeguarding standards were upheld throughout the programme.

55% of the workforce was sourced from within Essex, supporting local employment and reducing commuting impacts. Engagement with local subcontractors, including the appointment of a Chelmsford-based M&E partner for the largest trade package.

Close coordination with Essex Police and stakeholders to ensure the evolving operational needs of the facility were fully met. A proactive, structured approach to compliance, particularly around security vetting and site protocols.
