Basildon Town Centre Regeneration
Phase I involved the redevelopment of Basildon Market, including the installation of 46 prefabricated market kiosks, a new services building, upgraded utilities infrastructure and extensive improvements to the market square, walkways and associated public spaces. Following the successful completion of these works, Sinden was awarded Phase II, comprising extensive landscape improvements to St Martin's Square and St Martin's Church Gardens.
Delivering both phases within a busy town centre required careful planning and coordination. The shopping centre, market and surrounding businesses remained fully operational throughout the works, while high-footfall retailers including Marks & Spencer, Argos and Lloyds Bank continued trading as normal.



The market redevelopment required significant infrastructure upgrades, including new electrical, water, drainage and data connections to serve the kiosks, together with the construction of a new services building. New paving, street furniture, lighting, landscaping and public realm features were also delivered across both phases.
Extensive surveys were undertaken to identify and map existing underground services before construction commenced. This enabled the team to carefully coordinate utility diversions, service connections and foundation installations while minimising disruption to the town centre.
A phased delivery strategy was developed in collaboration with Basildon Council, town centre management, market traders, local businesses and utility providers. Deliveries were scheduled outside trading hours and temporary barriers, pedestrian routes and traffic management measures were introduced to maintain safe public access throughout the programme.
Regular communication through meetings, newsletters, public information boards and stakeholder engagement ensured businesses, shoppers and visitors remained informed as the works progressed.

The completed regeneration works have created a modern, attractive and accessible town centre environment, providing improved facilities for market traders, enhanced public spaces and a more welcoming destination for residents and visitors.
Through careful programming and stakeholder management, both phases were delivered while maintaining business continuity across the town centre. The successful delivery of the market redevelopment led directly to the award of the second phase, demonstrating the client's confidence in Sinden's ability to deliver complex public realm projects within live operational environments.
